Реализация стратегической задачи по вхождению России в число пяти крупнейших экономик мира актуализирует исследовательский поиск способов и факторов, которые обеспечат повышение качества человеческого капитала страны. Очевидно, что обязательным условием решения проблемы должно быть создание целостной системы подготовки и профессионального роста научных и научно-педагогических кадров.Цель представленного в статье исследования – аргументированно, с опорой на статистические данные показать, что избранная в последнее время стратегия реформирования российской высшей школы ведет к утрате в вузовской среде неявного знания, определяющего качество и эффективность научно-образовательной деятельности. Этот процесс как в содержательном, так и в процессуальном аспекте негативно отражается на функционировании и развитии системы обучения и препятствует профессиональному совершенствованию представителей научного и научно-педагогического сообщества.Методология и методы. Методологической базой выполненной работы были ключевые положения системного подхода и индуктивный метод исследования. Кроме того, использовались общенаучные методы: аналитический обзор статистических источников и литературы по обсуждаемой проблеме, обобщение и сопоставление. При оценке динамики изменения нормативов финансирования вузов в разных регионах РФ (Свердловской, Челябинской областях и Республике Дагестан) был задействован метод сравнительного анализа.Результаты и научная новизна. Обоснована правомерность тезиса об утрате неявного знания в высшей школе, косвенным подтверждением чему служит тенденция поступательного сокращения защит кандидатских и докторских диссертаций при значительном снижении патентной активности в университетах и активности по получению доходов от результатов интеллектуальной деятельности. Доказывается, что внедренный в вузах принцип нормативно-подушевого финансирования служит главным «инструментом», уничтожающим неявное знание: в существующей системе уровень нагрузки преподавателя увеличивается настолько, что заниматься исследованиями, связанными с читаемыми курсами, становится невозможно, вследствие чего падает качество образования. Предложена формула расчета количества студентов, которое позволит соблюсти нормативы показателя средней заработной платы профессорско-преподавательского состава (ППС) при определенном числе дисциплин, которые ведутся одним преподавателем. На примере направления «Менеджмент» продемонстрировано, что при ежегодном выделении для нового набора абитуриентов 25 бюджетных мест преподаватель профильных курсов вынужден читать не менее 5 дисциплин. При отсутствии коммерческого набора студентов, сопоставимого с бюджетным, и дополнительных источников финансирования будет сокращаться численность ППС и увеличиваться нагрузка каждого преподавателя. Сформулированы предложения по сохранению и воспроизводству кадрового потенциала государственных вузов, состоящие в пересмотре показателей эффективности деятельности вузов и разработке финансовых инструментов, стимулирующих достижение необходимых результатов.</p></sec><sec><title>Практическая значимость</title><p>Практическая значимость. Материалы публикации могут быть полезны для специалистов управления образованием, при выборе стратегии вуза, прогнозировании объема сокращений ППС и доходов, которые должен получать вуз для сохранения кадрового потенциала.</p></sec></abstract><trans-abstract xml:lang="en"><p>Introduction. The implementation of the strategic goal of Russia’s entry into one of the five largest economies in the world actualises the research aimed at identifying conditions for improving the quality of human capital, one of which is the creation of an integrated system of training and professional growth of scientific and scientific-pedagogical personnel.</p><p>The aim of the present research was to substantiate the statement that the strategy of reforming higher education in Russia leads to the loss of tacit knowledge in higher education as a basis for determining the quality of educational and scientific activities. This process has a negative impact on the formation of the system of training and professional growth of scientific and scientific-pedagogical personnel (both in content and procedural aspects).Methodology and research methods. The methodological framework of the research was based on a systematic approach and an inductive method. The following general scientific methods were employed: analytical review of statistical sources and literature on the discussed issues, generalisation and comparison. The method of comparative analysis was used to assess the dynamics of changes in funding standards of universities in Sverdlovsk, Chelyabinsk regions and the Republic of Dagestan.Results and scientific novelty. The author substantiates the validity of the thesis on the loss of tacit knowledge in higher education, indirect confirmation of which is a significant reduction in the protection of PhD and doctoral theses with a significant decrease in patent activity in universities and activity to generate income from the results of intellectual activity. It is proved that the existing system of normative-per capita financing is the main “tool”, providing the loss of tacit knowledge: the level of a teacher’s workload is increased that it is impossible to carry out research related to the courses, which leads to a decrease in the quality of education. A formula for calculating the number of students, which ensures the performance of the average salary of the teaching staff at a certain number of disciplinesper teacher, is proposed. On the example of the direction “Management”, it is shown that even through annual allocation of 25 and 50 budgetary places the teacher of profile disciplines will read not less than 5 disciplines. In the absence of commercial recruitment comparable to the budget and additional sources of funding, the number of teaching staff will be reduced and the number of courses per teacher will increase. The proposals for preservation and reproduction of the personnel potential of state universities, involving the changes in the performance indicators of universities and the development of financial instruments that stimulate their achievement, are formulated.Practical significance.
