На основе обобщения мирового (прежде всего европейского) опыта описаны причины их создания, к которым относятся возникновение постиндустриального общества, основанного на знаниях; изменение характера и жизненного цикла квалификаций, требующее новых подходов к их регулированию; необходимость устранения профессионально-квалификационного разрыва между спросом и предложением рабочей силы на рынке труда. Показана роль национальных системы и рамки квалификаций как средств реформирования профессионального образования и непрерывного обучения специалиста на протяжении всей жизни. В качестве центрального понятия методической концепции выявления, измерения и сравнения квалификаций указываются результаты обучения, генерирующие совместный дискурс системы образования и сферы труда и поддерживающие их взаимодействие. Представлены институциональные, методические и организационные механизмы, обеспечивающие функционирование национальной системы квалификаций. Содержание статьи основано на итогах методологических исследований, проведенных автором, и преследует цель разъяснения важности и ценности построения национальной системы квалификаций в России и привлечения к этому процессу всех заинтересованных сторон.</p></abstract><trans-abstract xml:lang="en"><p>The paper analyzes foreign experience of national qualifications system development induced by the requirements of the post-industrial knowledge-based society, qualification gap between the labor market supply and demand, etc. The author regards the role of national qualifications framework as a reorganization stimulus for vocational training and lifelong learning developments. The learning outcomes are regarded as the key methodology element of identification, estimation and comparison of qualifications in question. The institutional, methodological and organizational mechanisms, guaranteeing the national qualifications system functioning, are described.
