Описаны объекты и механизмы такого управления. Подробно представлены содержание деятельности и сфера полномочий различных институциональных структур, осуществляющих регулирование квалификаций. Особое внимание уделяется отраслевому принципу управления системами квалификаций, который доказал свою эффективность как на уровне национальных государств, так и на общеевропейском уровне. Эти структуры изначально формировались в отдельных странах регулирования качества квалификаций и обеспечения их сопоставимости, что крайне важно в ситуации экономической глобализации и развития трудовой и академической мобильности. Особо подчеркивается роль министерств труда и образования в регулировании и поддержании устойчивости системы квалификаций. В качестве примера продуктивной деятельности отраслевых советов как инструментов непрерывного совершенствования качества квалификаций исследован опыт Великобритании, сложившийся в последние десять лет.</p></abstract><trans-abstract xml:lang="en"><p>The paper looks into the diverse aspects of qualifications system regulation, designed for balancing the supply and demand in the labor and educational service markets. Both the objects and mechanisms of such regulation are described. Special attention is given to institutions, involved in regulation of qualifications, and their jurisdiction. Another emphasis is on the industry-related regulation of qualifications which proved to be effective both on the national and European level. Such structures were first established on the national levels to regulate the qualifications and ensure their comparability and compatibility, given the economic globalization and growing labor and academic mobility.
