GENERAL EDUCATION
The paper reflects on the current state and development trends of higher pedagogic education in Russia, and considers the possibility of either renewal or liquidation of education in question. The authors maintain that teachers’ training system should be preserved, and emphasize the need for the proper strategy development combining both the best educational traditions and leading concepts and technologies.
It is recommended to modify all the modern educational establishments – colleges, pedagogical institutes and pedagogical universities. The special emphasis should be on teachers’ training at autonomous pedagogical institutions within the university complexes, and educational standards and curricula developments. In authors’ opinion the classical education effectively combines all the aspects of teachers’ training – the research capability, education fundamentality and cultural awareness. The experience of teaches’ training in Tumen State University is revealed.
ТЕОРИЯ ОБРАЗОВАНИЯ
The paper emphasizes the necessity of systemizing the pedagogic concepts to complement the pluralism principle dominating in pedagogy over the recent years. The author recommends the person oriented systematic synergetic methodology combining various research data into a holistic scientific approach.
The paper regards education as the core pedagogic concept - including training, upbringing, self-education, their respective subcomponents, and generated personal resource. The elements of personal resource combine the acquired knowledge, skills and values, developed subjective attitudes and individual health data. The key pedagogic terms describing the educational process are represented by a three-level system; the first level involves the educational form concepts, the second – generated personal resource, the third – summarized notion system combining the previous levels and reflecting their binary relations. The given construct systemizes the pedagogic conceptual apparatus and clarifies the theoretical notion of personal education.
The evolution of educational process and rising quality demands have resulted in establishing the university complexes designed to provide the succession of educational levels, modernization of training, effective methodological, scientific and informational cooperation, etc. However, the discordance of pedagogic staff activities at different levels hinders the complex’s productive functioning.
The paper looks at similarities and differences of the state requirements to attestation, further training and pedagogic staff activities regarding the secondary and higher education in the framework of the above complex.
The authors come out with the idea of developing the unified assessment criteria for estimating the teaching staff activities within the university complex as well as the appropriate ways of their cooperation.
QUALIMETRIC APPROACH IN EDUCATION
The paper considers the implementation of the qualimetric approach, particularly - the group expert estimation method, for specifying the graduates’ actual competences in compliance with the federal state educational standards; allocation of groups and subgroups of the given competences; and pedagogic expertise of the competence oriented estimation means. The authors maintain that the above method is the most perspective, objective and standardized one among the existing diagnostic methods. The pedagogic expertise is carried out according to the prescribed algorithms by a group of previously selected experts, their competences, coordination and number guaranteeing the admissible error margin and value relevance level. The algorithm of complex attestation tasks development is designed for diagnosing the bachelors’ readiness for professional activity in technological profile.
VOCATIONAL EDUCATION
The paper is devoted to organizing and ensuring the effectiveness of continuing vocational education. The author describes the general theoretical idea of a lifelong education that no longer raises any doubts and objections. The continuing education is regarded as a versatile process affecting psychological, social and professional spheres, and requiring therefore the integrative – i. e. personal, social and competence approach.
Referring to the expertise of Kemerovo region, the author considers the functional aspects of continuing vocational teacher training. The main emphasis is on the advantages of the network cooperation of institutions representing different educational levels and structures. Such cooperation involves the qualitative changes of content, as well as economics and management of vocational education. The experimental project of the network lead-up for vocational training masters is described.
SOCIOLOGICAL RESEARCH
The paper looks at the contemporary youth environment from the standpoint of juvenology. The youth is regarded as a distinct social community prone to violating the norms and rules due to the specific mentality and functional characteristics. The authors denote the youth age range, social status and roles, behavior patterns, life style and subculture preferences.
The youth community is most open to innovation, being its generator and consumer, conductor of information flows, initiator of new behavior patterns and stereotypes including the negative ones. The main disadvantages of the given age group are the lack of social experience, rejection of traditional cultural behavior patterns on the one hand, and high susceptibility and imitation propensity on the other hand.
The research demonstrates that social deviation often results from the young people’s dissatisfaction and lack of social prospects. Therefore, the factors determining the above trends are related to insufficient attention to the youth’s requirements and interests on the part of the government and society.
INFORMATION TECHNOLOGIES IN EDUCATION
The paper substantiates the urgent need for educational system transformation from the traditional class-lesson teaching to the information technology model (IT-model). The general requirements of the modern in- formation society to school leavers and university graduates are considered with the reference to the new educational standards. According to the author, there is no way to meet these requirements using the traditional educational model.
The proposed training model is based on implementation of the information and communications technologies for solving the didactic and managerial tasks. The new model implies both the compulsory assimilation of required knowledge and the maximum individual achievements. The principles of the IT-model formation are denoted along with the background for its introduction; the specifics of the model implementation in the secondary and higher school being emphasized. In author’s opinion the given model complies both with the existing educational standards and organizational schemes of educational process.
HEALTH SAVING TECHNOLOGIES
The paper deals with one of the priority tasks of Russian educational system – developing the health responsibility. The recent health deterioration trend among children and adolescents calls for the complex health care measures, equally affecting the learning outcomes. The authors argue that there is a need for proper definition and specification of the key term of health care quality. However, the analysis of the available scientific and documentary recourses demonstrates the absence of such unified definition.
The authors describe the existing approaches to defining the health care quality, and examine structural components of the health care activity, their interrelations and interdependence.
In authors’ opinion, the synthesis of the available research materials provides the basis for further studies in the theory and practice of quality management activities regarding the health protection of children, adolescents and young adults in educational institutions.
EDUCATION ABROAD
The paper considers the issue of accessibility of higher education for adults – the people of various ages and social status. The author analyzes the educational policy of the European Union and its different members, and demonstrates the priority of the given issue. The Bologna agreement involves the reforms aimed at guaranteeing the lifelong education at any level.
The interest to the adults education in the European Union results from the rising education requirements in the labor market; tough demographic situation and aging of professionals; redistribution of young people’s educational preferences; prolonged educational programs; flexible and consistent adult education policies in the European Union. Various approaches to interpreting a definition of the adult student are analyzed; classification according to students’ motivation and social status is given.
THE HUMANITIES IN EDUCATION
The article deals with the communicative competence formation of young adolescents in the secondary school at the Russian language lessons. The author maintains that the key element of the above problem is the vocabulary development guaranteeing both comprehension and verbal expression formation – oral and written. The theoretical part of the research explores different word functions: nominal, communicative, text generating and semantic. The correlation between the mental development level and lexical semantic system formation is emphasized. The age specific features of junior teens are listed: rising interest to various life spheres and activi- ties, capability of formulating opinions and judgments, self-awareness, formation of values. The relationship complexity stimulates vocabulary development of 10 to 12 year-old children; however, the process requires peda- gogical facilitation.
The monitoring of speech development proves the necessity of commutative competence formation of the fifth- and sixth-year pupils. The paper presents the model of communicative competence development and its approbation results received for the junior adolescents.
