Abstract

The paper is devoted to the issue of pedagogic creativity, its development and existence within the real environment of educational estab- lishments limited by their objective and subjective factors. The research is aimed at investigating the conditions affecting teacher’s creativity, the latter being viewed as an integral characteristic including intellectual and emotional flexibility, imagination, intuition, capability of overcoming the stereotypes, working in nonstandard situations and aspiring for new ways.

The research is based on the traditional pedagogic methods of observa- tion and testing, and collective phenomena investigation methods of ques- tionnaires, socio-metrics, etc. The main conclusion concerning the environ- ment of pedagogic creativity reveals its limited nature. In author’s opinion, the systematic outside pressing, freedom restrictions, work depersonalization, alienation of the most talented teachers can adversely affect the creative ap- proach to teacher’s professional activity and quality motivation.

The research findings might be of interest to heads of educational es- tablishments and teachers.

Abstract

In modern time of globalization, integration, increasingly growing flow of information, technological boom and the worldwide informa- tion network, the existing system of secondary education can not provide the required understanding of the current processes. That is why the author sub- stantiates the need for radical changes of the content and organization of school education, in particular the transition to a holistic, trans-disciplinary system in order to meet the requirements of time and fit the cognitive needs of students. The author proposes the alternative teaching system – EVOLSH – that takes the evolutionary principle as the basics for a new school model formation. This approach offers a new way for modeling the teaching process and the optimal system of education.

The proposed system of EVOLSCH provides students with a holistic world perception and global outlook in the most favorable operational mode for each student. The system approbation demonstrates its advantages and prospects from the philosophic, pedagogic, neurobiological and psychological viewpoint. However, for its adaptation to the educational process there is a need for further collective cooperation of teachers developing the methodology basis for its implementation. 

QUALIMETRIC APPROACH IN EDUCATION

Abstract

The paper is devoted to the technology of qualimetric competence formation of undergraduate pedagogic students training for the bachelor degree. The author regards the qualimetric competence as the complex of expertise, skills, and abilities necessary for successful professional activities, related to student assessment and training quality control. The structure of the above competence includes the following set of components: organizational, managerial, control and evaluation, informational, analytical and personal.

The paper provides the characteristics of the “Educational Quality Control” course designed for the bachelor students specializing in Technological Education. The opportunities for using the case technology both in classroom and as the self study work are described along with the options of cases and the criteria for their evaluation. According to the author, it is advisable to use the group peer review method as the key one in quality measurement. The implementation results of the above course demonstrate the positive dynamics in qualimetric competence formation of the future bachelors in Technological Education.

Abstract

The paper looks at one of the urgent educational problems of tolerance development by teachers and students; tolerance being viewed as the openness to the new knowledge acquisition, willingness to understand other people and cooperate with them, and therefore the opportunity for self- development.

The paper outlines the ways of tolerant attitudes formation by all the human subjects of educational process; the concept of person oriented teaching is considered to be the basic one for tolerance development.

To optimize the specialists’ training for communication at any level of professional environment, the cognitive activity educational model is suggested, providing the ways out of any complicated pedagogical situation. The cognitive psychology concepts give the background for the above model. The education in question promotes the intellectual level of the prospective teachers, intensifies their creative potential, methodological thinking and practical experience, as well as tolerance development in professional communication process.

Abstract

The publication is devoted to foundation and development of institutions of the school system supervision and control in Tobolsk region – one of the largest administrative territorial units of pre-revolutionary Russia. Based on the historic documents and archive materials, the author traces dawn the establishment of the supervision and control structure in charge of the educational institutions of different levels in western Siberia. The devel- opment stages of the process are denoted, the regional specifics emphasized (i.e. the vast distances between the towns and settlements, absence of district councils, etc.)

In spite of the obvious difficulties, the supervision system was growing along with the number of schools in Tobolsk region at the turn of the 18-19th centuries. Though, in comparison with the European part of the state, the process concerning the establishment of trustees, inspectors and school councils was rather asynchronous and delayed.

The research findings might be of interest to the specialists in the His- tory of Education and teachers of Local History. 

PRESCHOOL EDUCATION

Abstract

The paper deals with the current problem of modern education – developing the many-sided background for preschool children’s learning activities. At the given stage it is necessary to develop the algorithmic skills – the capability of and readiness for solving different kinds of problems in the strict sequence of operations according to the given patterns. Such algorithmic skills have a meta-disciplinary character and can be developed in class and at home.

The paper highlights the algorithmic skills components (personal, regulatory, cognitive and communicative) and the key indicators of their formation. The method for developing the algorithmic skills of preschool children is given including the three age related stages: ability to perform the linear algorithms (middle group), working with the branched cyclic algorithms (senior group), mastering the acquired skills and ability to perform some self- dependent tasks (preparatory group).

The paper is addressed to the specialists working in the preschool educational sphere: preschool teachers, methodists, psychologists, directors of kindergartens. 

HEALTH SAVING TECHNOLOGIES

Abstract

The research is aimed to explore the efficiency of innovative technologies and increase the health-improving effect as a result of physical training in ecologically unfavorable conditions. A health-improving rehabilitation program, containing a set of modern means of physical rehabilitation and recreation in combination with physical exercises, was worked out to carry out the pedagogical experiment. The program includes the hydromassage, stretching exercises with biomechanical stimulation and exercises for developing weightlifting abilities. Apart from this, the interval hypoxic training was used in ‘artificially created’ favorable ecological conditions for detoxication. The students at Polotsk State University took part in the experiment. Among the assessment criteria applied by the author, there are generally acknowledged methods identifying the development of physical qualities, external respiration functions, body fat and other components composition.

The experiment revealed that the innovative program had enhanced the health-improving effect compared to the traditional training programs, which was expressed by the statistically valid increase of the students’ speed- strength characteristics, flexibility, external respiration functions as well as the body fat decrease.

Therefore, in order to increase a health-improving effect of physical training, the author recommends considering the specific ecological and hygienic conditions of a particular region to create the corresponding programs for group and individual health protection and recovery.

The research findings can be used in physical education process at universities situated in the regions with unfavorable ecological conditions.

Abstract

The paper considers the problem of bilingualism and its effect on the personality of the speaker. Various types of bilingualism are described along with the factors determining the bilingual competence formation: age, individual experience, socio-cultural conditions of the native and foreign language interaction. The author points out both the positive and negative impact on the native language as the result of the second language learning. 

The special emphasis is on language interference in the process of learning a foreign language. To make sure the students achieve the adequate degree of its authenticity, and therefore the bilingual competence, the teacher should take into account the specificity of national styles, communicative strategies and speech tactics of both languages. A comparative analysis of linguistic differences of the English and Russian languages is demonstrated on the level of phonetics, vocabulary, grammar and national communicative stylistics. The author maintains that successful inter-language and cross-cultural communication requires the integrative cross-disciplinary approach, consolidation of the linguistic theory and methods of foreign language teaching.

Abstract

The paper analyses various foreign concepts of distance education of the past and future. In spite of the considerable progress in theoretical concept developments, the distance education still lacks the required scientific basis. This retrospective analysis is aimed at systemizing the key elements of the theory and practice of education in question, and outlining the main trends. The technology of distance education is reviewed from the following standpoints: industrialization development, distance concept and communication environment.

The author points out that the modern concept of distance education has been developed under the influence of the postindustrial society and differs from the preceding approaches to education (pre-industrial and industrial); from the instrument of standard mass education it turns into the individualized way of acquiring the necessary knowledge and information. The innovative information and communication technologies make it indifferent to the time and space barriers; though the distance education is more then just a new way of transmitting the content of traditional education. The author regards it as the potential alternative to the existing educational system due to its capability to assimilate the principles of modern information society and meet its requirements.

Abstract

The paper considers the preparation and publication specifics of the pedagogic periodicals in the context of current development problems of pedagogic science, complex tasks of education system reorganization and expert pedagogic research elaboration. The author maintains that the working style of the editors and publishers of specialized periodicals has a considerable impact on educational process as it reflects the main strategy, policy and innovational trends in educational sphere. The periodicals should set up the required level of modern pedagogical science and discuss its concepts and methodology.

The author focuses on the relations between editors and authors, authors and readers, and publication requirements, while analyzing the experience of the best scientific periodicals. In his opinion, the scientific journals should be available and provide the media for discussions and mass debates on current situations and development prospects in educational sphere. The task of involving the various strata of educational society in creative pedagogical work can be solved by using the modern information technologies.

Abstract

The paper looks at implementing the probability theory and mathematical statistics while analyzing the outcomes of the unified state examination (USE). The research is aimed at investigating the impact of closed questions that make the greater part of USE, on test results. The methodology is based on so called Bernoulli’s trial. The research findings demonstrate the higher probability of incidental right answers to the closed questions compared with the open ones. The author makes a conclusion that the considerable number of closed questions in the test can misrepresent the final result which tends to improve.

The proposed method of statistic analysis can provide the explanation for the USE results anomalies, evaluate the quality of examination materials and scoring system, and give the quantified assessment of social implications.

Abstract

The paper is devoted to the scientific contribution of V. S. Merlin – one of the prominent psychologists of the former Soviet Union, the chairman of the Ural Branch of the Psychologists Society for over 30 years. The authors make the retrospective analysis of his views and experience, and give some facts of his biography. His idea of holistic integral approach to the man solving practical tasks involving the diversity of somatic, neuro-physiological, psychological and social aspects in their close interrelation, still remains relevant.

The paper summarizes the experience of the Psychology Department at Perm State Pedagogical University, headed by the scientist for a long time. The considerable contribution of V. S. Merlin and his followers into the theoretical foundation of pedagogical education gets the greater importance now - in the context of democratization and humanization of society, and transition from the subject-oriented to human-oriented education.
