Abstract

The aim of the investigation is to show that in modern market conditions it is necessary to keep humanistic valuable and orientation installations of domestic education and not to allow its slipping on a line item of utilitarian, quickly achievable, but not long-term benefits. 

Theoretical significance. The author emphasizes value of forming of an ideal – harmonious development of the personality – and the collectivist beginnings for disclosure of potential of each school student, a student, a worker, a specialist; also the author emphasizes on requirement of the stimulating, but not strictly regulated management of education. 

It is proved that copying of the western model of consecutive individualization of education without preserving the collectivist beginning is unacceptable in training, especially in educational process. 

In more general, strategic foreshortening this means that parity of the problem resolution of economy and the social sphere with which it is impossible to cope without support and educational development and first of all education, it is especially important during the periods of economic crises and stagnation for providing an exit from a crisis state on the basis of the advancing preparation and rational use of the personnel which neatly are considered as a human capital. 

Practical significance. Resources and positive tendencies in a development of education, especially elite, and also educational systems of some territories, including the Tyumen region where traditions of the enthusiasts-pioneers mastering the remote territories of oil and gas fields remain are shown.

Abstract

The purpose of the article is to show immanent interrelation between structure of terminal and tool vital values of adolescents of the Post-Soviet period and predisposition to perpetrate of corruption actions. 

Methods. The methods involve philosophical analysis, supervision, questioning under the formalized questionnaire, conversation, and longitudinal research. The program of research includes the questions connected with different aspects, factors and motives of valuable orientations of adolescents.

Results. Results of longitudinal research (1998–2014) of dynamics of vital values of adolescents are presented. It is established that the structure of adolescent’s axio-sphere has radically changed for the studied period. In 1998, the most important life values were money, material well-being; in contrast to 2014 when the values are good health and love. Thus, there is a reorientation of adolescents from mercantile values to spiritual values. On the other hand, the system of instrumental values changes. In 90-s, the main means of achieving life goals were money, violence and helping of other people; it is in contrast to 2014 when teenagers are guided more by their own strength.

Scientific novelty. It is for the first time shown that feature of vital values of modern city teenagers is inability of long expectation of realization of the vital purposes. It is burdened also by the fact that many vital values (education, health, love, friendship) turn into exchange values (costs) in modern capitalist society. Therefore teenagers prefer to use money as means of instant achievement of the purposes. These factors form real predisposition of adolescents to perpetrate corruption actions.

Practical significance. The presented investigation can be interesting to parents, tutors of preschool institutions, teachers of schools, experts in the field of psychology, sociologists, lawyers, and law enforcement officers.

MANAGEMENT OF EDUCATION

Abstract

The purpose of the research is to justify a systematic approach to education quality management based on monitoring studies.

Methods. A set of complementary methods based on the principles of scientific methodology is used: theoretical – analysis, synthesis, generalization of scientific and methodical work in accordance with the stated theme; methods of empirical research – questionnaires, surveys, interviews, participant observation with the following collection, storage and statistical data processing.

Results and scientific novelty. The complete ordered system of criteria and indicators of quality of activities of educational institution is created. The complex of the following monitoring procedures is developed: the survey of students and their parents at the completion of the module; the graduates questionnaire; students semester interviewing; analysis of the graduates employment, collecting applications from the employers for graduates of the present areas of training, annual survey of employers.

Practical significance. It is shown that the tried and tested system of monitoring serves as the measuring tool allowing to signal timely about possible failures in educational process at the different levels, providing steady functioning of higher education institution as difficult structure according to the set parameters, in the optimum mode and with preserving quality of educational services.

Abstract

The aim of the investigation is to show an education system role during transition to "green economy" – to a new stage of development of world economy.

Methods. The methods involve the analysis and generalization of contents of the international and interstate documents of the Republic of Kazakhstan urged to provide sustainable social and economic development. Retrospective and project analysis of course processes features of social and economic system greening of Kazakhstan is also applied.

Results and scientific novelty. The essence of the concepts «green economy», "ecological enlightenment", "ecological education" and "greening of society" are disclosed. The Kazakh national specifics of implementation of the international documents on implementation of model of a sustainable development are shown. The Concept of ecological formation of the Republic of Kazakhstan according to which the education system of the country is urged to create, develop and fix effectively, along with a necessary complex of knowledge, stereotypes of behavior of the people capable to make reasonable decisions is provided and to work according to legislatively consolidated nature protection regulations and standards. It is stated that greening of content of education in the republic has the developed regulatory framework, however additional measures for upgrade of an education system are necessary: its theoretical and methodological reasons, preparation and advanced training of pedagogical personnel, development of the new methodical means bring into focus an ecological orientation of training and education, etc.

Practical significance. Measures for further improvement of ecological education and ecological education at all steps of education are listed. 

PSYCHOLOGICAL RESEARCH

Abstract

The aim of the investigation is to prove that there are significant distinctions between features of terminal, tool, professional values, life orientations, self-relations of workers at stages of vocational training, professional adaptation, primary and secondary professionalizing, and also to propose a solution of the problem of deficiency of highly skilled personnel in the country.

Methods. The analysis and generalization of foreign and domestic sources about the theory and practice of formation of value and vocational orientations are used. In a pilot study the following methods have been used: «Valuable orientations» by M. Rokich, the questionnaire of terminal values by I. G. Senin, a selfrelation test questionnaire (V. V. Stolin, S. R. Pantileev), the SZhO test (life orientations) by J. Krambo, L. Makholika adapted by D. A. Leontyev, for measurement of professional values – a technique «The level of a ratio of “Value” and “Availability”» by E. M. Fontalova in A. A. Sharov’s adaptation.

Results and scientific novelty. It is proved that representatives of working specialties at different stages of professional formation have significant distinctions on value and vocational orientations. The comparative analysis of value and vocational orientations at different stages of professional formation is also submitted. It is shown as the level of separate values, life orientations, and also the selfrelations changes from a stage of vocational training to stages of primary and secondary professionalizing. It is proved that there is a need for development of the program of formation and development of value and vocational orientations of workers as highly skilled personnel.

Practical significance. Adequate ideas of important new growths in structure of professionally significant values of working specialty persons will be useful to teachers and psychologists in case of individual consultation of students of organizations of secondary professional education; will help to allocate the perspective directions in preparation of highly skilled personnel and will promote eventually the problem resolution of deficit of such personnel in the country.

Abstract

The aim of the investigation is to consider a problem of stress resistance of students in the context of subject self-organization of the personality. 

Methods. The following methods of research are used: questioning; psychological and diagnostic tests «Tolerance of Uncertainty» (NTN) and «Personal Factors of Decisions» (PFD) by T. V. Kornilova; original experimental experiences – «Coding», a technique of a self-assessment (scaling) and «A locus control». While data processing the methods of mathematical statistics (SPSS 12 package) – the correlation analysis of Pearson and the factorial analysis with rotation use a component by «verimax» method are applied. 

Results and scientific novelty. Types of subjectivity and strategy of stress resistance are allocated. The nature and a role of the emotional and stressful mechanism having information and semantic properties in its basis are disclosed. Communication of irresponsible mechanisms of mentality with the sphere of consciousness in the context of subjectivity of the personality is shown. Mechanisms of emotional and rational self-control of system of mental self-organization of the person are presented. 

The statistical and qualitative data opening communications between properties of subjectivity and stress resistance of the personality are empirically obtained. Variation of the relations and also types of subjectivity and stress resistance emphasized based on the results of the presented research. Original (author’s) methods of studying of subjectivity and factors of stress resistance are presented. 

Practical significance. The revealed factors of subject self-organization reveal the stress-producing directions of the environment and the relation of the personality to situations of changes and uncertainty: and also indicate subject properties of resistance to stress which need to be developed to increase the level of health of students, to reduce risk of deviance and delinquency of their behavior.

Abstract

The aim of the publication is to determine the interrelation of the formation of subjective qualities and norms process of adaptation of young employees at the enterprise.

Methods. The research methodology involves a comprehensive combination of the theoretical analysis and the results of applied research at the enterprises of the Sverdlovsk region. The dialectical method and comparative analysis are used.

Results and theoretical novelty. The questions of adaptation of young employees at the enterprise are considered. The concepts of «subjectivity» and «norms» in philosophy are analyzed. Subjectivity is presented as a personal basis of social activity of the young worker at the entity; regulations – as a method of adaptation of the personality, individual to that community in which it emerged to be. The characteristics of the youth working at the industrial enterprise are disclosed on the basis of socio-philosophical analysis; youth policy at the industrial enterprises is described; the formation of values and norms of young workers in the process of adapting the enterprise is observed. The personal subjectivity as the basis of social activity of the young worker in the enterprise is demonstrated. It is shown that relevance of subject qualities forming and regulations at youth is caused not only by the need of development of the identity of young workers, but also by economic safety of industrial enterprises wellbeing where their working career begins.

Practical significance consists in the social-philosophical substantiation of interrelation of formation of subjective qualities and norms in the process of adaptation of young employees in the company, of the main provisions for the development of programs of adaptation of young employees at the enterprise; in providing the teaching social and humanitarian disciplines for bachelors and masters majoring in «Organization of Work with Youth». 

THE HUMANITIES IN EDUCATION

Abstract

The aim of the study is to determine a meaning and methods to use associations as one of mnemonics for teaching a foreign language and to justify the need of the introduction of the specific term «associative tag». 

Methods. The complex of complementary research methods are used in order to achieve the set goal: theoretical (analysis and generalization of research papers); empirical (data collection and storage) and experimental methods (examination and implementation). 

Results and scientific novelty. The article determines a meaning and methods to use associations as one of mnemonics for teaching a foreign language. The specific term as «associative tag» is introduced and explained in terms of a pedagogical method to create a stable and permanent system of associative and semantic links and imaginations being fixed in a memory under the certain information, action or event. 

Practical significance. The study results may be used in direct teaching foreign languages and in theoretical courses.

Abstract

RETRACTED ARTICLE

The aim of the presented publication consists in revision of approaches to additional education of adults in general; and particularly – in improvement of foreign language training process in the sphere of continuous training.

The necessity of active foreign language skills by each modern person is caused by development of international cooperation in the most different spheres of activity. With respect thereto the organization of monitoring of quality of programs of additional education of adults acquires special relevance. However, the assessment of this quality is significantly complicated by lack of single standards and well-defined evaluation criteria.

Methods. The classical and modern works devoted to the general questions of an assessment of quality of education and additional education of adults have been analysed during the research. D. Matyushkina’s model for an assessment of quality of additional education, Yu. M. Orlov’s technique «The requirement for achievement» and V. F. Ryakhovsky’s test for determination of the general level of sociability are used as diagnostic tools.

Results and scientific novelty. The author of the article suggests to consider the level of the trainee’s personal development as the basic criterion for evaluation of productivity of education of adults. The main difficulties connected with studying by adults of a foreign language are analysed; the results of diagnostics of personal adult development mastering additional educational program «English without barriers» developed at the Mari state university are provided. The found positive dynamics following the results of monitoring on every personal (motivational, cognitive, communicative) program quality criterion proves its solvency and efficiency: the trainees’ level of language knowledge and abilities, motivation of achievement of success have considerably increased; positive communicative installations are created; the incentives for further self-development have emerged.

Practical significance. It is possible to develop further system of the concrete indicators allowing to build individual trajectories of training in the different directions of preparation in the system of further education on the basis of the output criteria for evaluation of educational activity of adults. 

HEALTH SAVING TECHNOLOGIES

Abstract

The purpose of this article is a search of optimal decisions in the creation of unified system in training of health teacher and correction of necessary conditions for guarantee of functional competency of specialist in future in according to demands of federal standards for common and professional pedagogical education. 

Methods. The author’s methodology based on long-term experience of training of teachers-valeologists in the system of postgraduate pedagogical education is the basis of this investigation. Method of investigation consists in filling-in the form and interview by 176 teachers in St.Petersburg on subject of pupils’ healthy life style. Questionnaires and forms of interview contain two groups of questions. Indifferent questions for respondents are concerned to health essence and healthy life style and to factors determining a health. Questions on possible health-directed activity in schools are included there too. Questions directed on analysis of proper respondents proper qualities are included in the second questionnaire part. Complaints, anamnesis vitae and character of relation to professional duties are taken into account for additional evaluation of health, life style and functional state. 

Results of investigation are represented in five tables and in commentaries to them. Results have revealed positive teachers relation to discussed problem in general. Some teachers showed insufficient competence and indifferent relation to decision of discussed problem. However, there are teachers (about 68%) who may be trained for creating health service in schools. This teacher’s quantity is enough for difficult problem decision. 

Scientific novelty of this investigation consists in methodological substantiation for unification of health-teachers training. 

Practical significance is dictated by availability of negative tendencies in a state of health of children and teenagers that has caused search of organizational and pedagogical problem resolutions of forming among pupils of requirement and skills for a healthy lifestyle. 

SPECIAL CORRECTIONAL TRAINING

Abstract

The aim of the investigation is to discuss the problems connected with a current state of inclusive education in Russia and Bulgaria.

Methods. Experience, positive and negative tendencies in the field of inclusive education of the Russian and Bulgarian systems of training and education are analysed and generalized.

Results and scientific novelty. Creating conditions for quality education for all children regardless of the characteristics of their health is a social guarantee of any post-industrial country. Access to quality education for children with disabilities is a target of nowadays reforms of the Russian and Bulgarian education in the context of globalization: Bulgaria’s accession to the European Union and activity of Russia as an independent state on the international education arena.

Adverse conditions of inclusive education in the two countries complicate establishing and implementation of public policies for the development of inclusive education. However, objective data about teachers’ readiness for the implementation of inclusive education and public debate around this issue stimulates a better understanding of the principles on which the activities of the teacher, directed at the education of children with disabilities.

The principles providing a basis for developing professional teacher competencies in the field of inclusive education are presented in the article. The importance of complex solution to the problem is highlighted: involvement of an administrative resource, realization of the social mechanism of a special type of mutual aid (tutoring), formation in the organization and society of culture of the attitude towards people with peculiarities of health. Everything listed has to be supported by the state measures, including the motivation of teachers to development in a profession and obtaining special professional competences.

Practical significance. The research findings can be useful for correction of pedagogical activity during the work with the pupils having features of development and needing special attention.

HISTORY OF EDUCATION

Abstract

The aim of the research is to show the contribution in theory and practice of the Russian penitentiary staff training system foundation by Nikolay Florianovich Luchinsky (1860 – after 1917), an outstanding Russian legislator and a talented civil servant. 

Methods. The methods involve general scientific methods of knowledge, pedagogical and historical sciences focused on the historical and pedagogical study of documentary sources. 

Results. N. F. Luchinsky’s main educational ideas, principles and scientific approaches to the issues of penitentiary staff training are considered in the article. The main milestones of the professional biography of one of the main vocational education ideologists of such type are described; N. F. Luchinsky’s leading role at the beginning of the 20th century in the development of system-based and complex education of prison employees is defined. 

Scientific novelty. The historical material opening the pedagogical concept of N. F. Luchinsky – the outstanding lawyer who was at sources of methodical ensuring process of preparation of penitentiary personnel in imperial Russia is for the first time analysed. Basic provisions of the book «Bases of Prison Case» and the author’s project by N. F. Luchinsky on the organization of educational institution for preparation of penitentiary personnel are considered. The value and viability of scientific ideas of N. F. Luchinsky in case of their projection on the present is shown. 

Practical significance. Materials of article on pre-revolutionary domestic penitentiary and pedagogical experience which for a long time has been buried in oblivion can be interesting to the teachers of history of the right, experts and methodologists dealing with training issues for modern criminal and executive system.
