Abstract
Abstract. The aim of the publication is the discussion of the most burning issues of reforming of the sphere of science and education and, first of all, consequences of the law «About the Russian Academy of Sciences, Reorganization of the State Academies of Sciences and Modification of Separate Legal Acts of the Russian Federation» (No. 253-FZ) adopted September 27, 2013.
Results and scientific novelty. Firstly, the specified law was decently declared to be a narrow direction of «reorganization of the state academies of Sciences» and «separate changes»; the law has deeply affected all levels of the Russian science, mostly in a negative way. The attention is drawn to discrepancy of estimates of the undertaken reform, a vagueness of its aims and pseudo-reformatory installations of the separate entered legal acts, and also the fact that the expected results of transformations aren’t even hypothetically formulated. All listed factors as a whole and deprivation of an academic community of activities autonomy pose a threat for full, real functioning and development of the scientific sphere that directly affects also a condition of all educational system in general. The origin suppositions of the state academies of sciences in Russia, history of their development and reforming, an origin of numerous public academies in education in the 90th years of the last century are considered on the basis of the retrospective, synchronous and diachronic analysis. Strategic miscalculations resulted the «nationalization» of science, replacement of the scientific self-government which isn’t controlled by the state with a reliable departmental collar
are disclosed on the example of the Russian Academy of Education. Practical significance. Based on the current situation, the author models functions of the Academy of Education; the functions are real and acceptable in its new status. Those functions come down to providing a qualified expert evaluation of drafts of regulations, state programs, pedagogical technologies and innovations, and also to implementation of publishing and printing activities – to publication and wide circulation of results of scientific researches.

Abstract
The aim of the publication is to show possibilities of implementation of requirements of the federal state educational standard (FSES) for formati on of the universal educational activities (UEA) during group work at lessons at comprehensive school.
Methods. Theoretical methods involve analysis, comparison and generalization
methods; empirical method of interview.
Results. The main components of learning technology in cooperation and stages of technological process of group work are presented. The features of the formation of small groups are described due to the criteria of duration of a group work and the age of pupils. The possible options for the role structure of discussion groups and ways of distribution of social roles in groups are found out. The authors show the main steps of the process of group work process and organization techniques of group work of students at different stages of the lesson that allow purposefully organize the situation of communication and reflective activities. Scientific novelty. The essence of an educational cooperation as forms of group interaction of the teacher and pupils at a lesson is considered in the context of FSES of the last generation. The emergent problems in the course of the group activities organization at school are disclosed. The authors propose their own opinion on the implementation of the basic stages of group work, which are defined as a technological lesson plan. In addition, the components of a technological lesson plan include the universal learning activities forming during group
activities which are important for the implementation of FSES requirements.
Practical significance. The proposed techniques for organizing group work of pupils at different stages of the lesson and a technological lesson plan describing the universal learning activities allow teachers to effectively use technology of cooperation in education, aimed at the formation of pupils’ communicative learning activities.

The methods involve theoretical and empirical data collection, methods of mathematical statistics, methods of descriptive statistics; analysis of legislative and regulatory documents; comparison and synthesis of the findings of research scientists on the quality of an educational process; psycho-pedagogical observation, uestionnaire study; studying of experience of a quality evaluation of the services provided by higher educational organizations on the part of consumers.
Results and scientific novelty. The definitions of the concepts of «quality of higher education» and «consumer monitoring» are given. The most significant trends of consumer monitoring are considered: monitoring of indicators related to external consumers (applicants, students, parents, employers); monitoring of a teaching quality and indicators that reflect the level of development by students of educational programs. The questionnaire for studying of real degree of a consumer satisfaction

Abstract
The aim of the article is to describe the organization of training activities in the man-made environment wherein the problems of didactics with pedagogical, psychological, engineering methods are solved.
Methods are based on the system-based analysis of engineering activities, on the models of L. S. Vygotsky’s «zone of proximal development», «developmental education» by L. N. Zankov; the application of pedagogical and psychological patterns
and taxonomic methods, didactic engineering, theory of probability and mathematical statistics.
Results. The model of training of engineers is constructed in the metric competence-based format, which provides a rapid development of the project and constructive student abilities of students based on their knowledge. The parameters
defining the success of engineering activity are found out. The didactic system with the technology of rapid development of a future engineer is designed.
Scientific novelty. The functional model of an engineer is proposed. The parameters
for determining the success probability of an engineer are defined; the scale for quality evaluation of competence acquisition is designed; the model of learning in the metric competence-based format is developed; the methods for assessing the complexity of the tests and training courses are proposed.
Practical significance. The textbook «Economic and Mathematical Models in Management» for the training of IT-engineers in the metric competence-based format
is developed. The textbook is introduced into an educational process and implemented
in the web-network (www.myknitu.ru).

Abstract
The aim of the publication is the analysis of creative heritage of the prominent Ekaterinburg philosopher, Doctor of Philosophy, professor, over many years head of the Department of Philosophy, Culturology and Art Criticism of the Russian State Vocational Pedagogical University – Sergey Zakharovich Goncharov (1/25/1946 – 2/12/2016).
Method of the analytical research stated in the publication is hermeneutical. Results and scientific novelty. The review of the fundamental ideas of S. Z. Goncharov is presented; the first attempt to estimate the scientist’s contribution to contemporary Russian philosophy is made. The most significant biographic and personal factors which have affected a career and evolution of outlook of S. Z. Goncharov are highlighted. The qualification of Goncharov’s philosophical concept as the modern version of Platonism
which has incorporated two traditional lines (extremely important for Russia) of development of a philosophical thought is offered: firstly, from Plato through Hegel to Marx and E. Ilyenkov, and, secondly, from Plato through Hegel to I. Ilyin and orthodox patristic heritage. S. Z. Goncharov’s positions of situation, major for understanding, from his scientific publications are given. The nonreducing of outlook of S. Z. Goncharov to his articulated component is emphasized. The openness, tendency to communication with the original, looking for interlocutors, careful attitude to otherness of opponents, a presumption of subjectivity of any person as to an existential dominant in S. Z. Goncharov’s mental outlook are noted. Fruitfulness of works updating by S. Z. Goncharov is noted. The works by S. Z. Goncharov have already received wide ecognition not only in Russia and the countries entering the USSR, but also in China, Japan, etc. Practical significance. The author hopes for further mutual cooperation of a
wide range of researchers for deeper judgment of philosophical creativity of S. Z. Goncharov, his contemporaries and their predecessors – for establishment of correlation of persons and eras that S. Z. Goncharov called «joint making» and considered it as the most organic for a person – a truly creative state of being.

The aim of the article is the description of a teaching software and the use of educational technology used in the discipline «Biochemistry», and the analysis of its effectiveness.

The methods used in the work: a survey of students, observation, use of services Web 2.0: 1) Google Docs – for the development of questionnaires and statistical accumulation of responses; 2) You tube – for the development and publication of educational videos; 3) mindmeister.com – to prepare the mental maps; 4) Designerhttp://learningapps.org – to develop the game tasks. Results and scientific novelty. The possibilities of information technologies are analysed; the services to help develop a teaching support the learning process on the subject «Biochemistry» are selected. The references to scientific portals on the topic of this course are systematized. Subjects that attract the greatest interest of students are revealed and designated: «Protein metabolism», «Carbohydrate metabolism», «The enzymes and their importance in laboratory diagnosis». According to the identified themes the elements of the educational and methodical maintenance of the discipline «Biochemistry» on the basis of relevant services Web 2.0 are developed and tested. The high interest of students in mastering the discipline represented by the elements is found out. The proposed guidelines for teaching the subject «Biochemistry» based on a
combination of traditional forms of learning are combined with the active use of
the capabilities of modern information technologies.
Practical significance. Developed by the authors technique can be used in planning and conducting of group and team work of medical university students while studying the fundamental disciplines of the university, as well as in the process of enhancing the skills of general practitioners.

Abstract
The aim of the publication is to show the possibility of educational projects in the educational process of the university and the prospects of this method in the preparation of future specialists-mathematicians.
Methods. The methods involve: theoretical research methods (analysis of the philosophical, psychological and pedagogical, methodological literature on the topic of research, analysis and training manuals for the course of mathematical analysis, study and generalization of pedagogical experience, conceptual analysis of studies on the problem of the study); experimental (survey, inspection); observational (direct and indirect observation, self-observation).
Results. The application of educational projects in the course of studying of the mathematical analysis promoting deepening and expansion of knowledge of pupils is proved on the basis of pedagogical features of design activity. The sequence and results of the project work of students are demonstrated on one of the variants of implementation of the educational project. Scientific novelty consists in the development of a technology to create and perform mathematical training projects. The features of the mathematical analysis and the possibility of formation of skills of scientific work using project activities are demonstrated.
Practical significance. The materials and results of the conducted investigation can serve as a basis for further research of methods of effective implementation of project activities in process of studying of the mathematical analysis. The proposed technology can be also used by teachers of other disciplines of a cycle of subject preparation in the system of the higher education by a corresponding correction of the content and forms of educational projects.

Abstract
The article is devoted to search of the solution of urgent problems of recruiting of foreign students in the Russian higher education institutions. Nowadays, in Russia the term «foreign students» is used, whereas the most part of world educational community uses the concept «international students». Distinction of concepts is connected with different methods of accounting of this category of students. Effective accounting, in turn, influences the quality of further interaction with international target audience, gives the chance of competent forming of a profile of the student and the choice of effective instruments of recruiting. Methods. The methods of comparative analysis of approaches to content of the concepts «foreign students» and «international students» are used.
Results. The results of researches of the foreign and Russian authors concerning internationalization of universities and involvement of students from abroad are analysed. The concepts «foreign students» and «international students» are structured and divided. The proposals on the need of a right choice of determination for further successful recruiting according to the purposes of internationalization of higher education institutions are developed. The results of the present research have showed that further processes of involvement of students from abroad in the Russian higher educational institutions depend on the choice of a method of accounting and the corresponding terminology, arrangement of emphases on formal or substantial criteria, i. e. on indicators of internationalization or the purposes of internationalization.Scientific novelty. It is convincingly proved that new approaches to recruiting of foreign students are required in the longer term for increase of a level of internationalization of higher education institution: transition from tactical line items to strategic tasks; forming of a profile of a potential student as international, but not as a foreign subject of education.

Abstract
The aim of this article is to analyze the international discourse on policy issues of school dress code; to identify problems relevant to the national system of education, and proposed ways of their solution.
Methods. The methods involve summarizing of the content of the leading international
sources regarding issues regarding school education and health; a systematic analysis of sociological research
Results. The polemic aspects to the requirements for the appearance of the students are considered. These requirements affect many important aspects and the principles of functioning of an educational system and all society in general: the observance of the constitutional rights of a child, including freedom of expression on grounds of gender; tolerance policy of intra school and state policy in the light of migration processes; problems of leveling of social and economic stratification of children, etc. The advantages and disadvantages of existing approaches to the development requirements in the countries of Europe, Asia, Africa, and North America are analysed.
Scientific novelty. The influence of policy of a school dress-code on children’s behavior and health, relationships in multinational school groups, identification and safety of school students is proved. The ambiguity of information expressiveness and ignificance of garments of clothing and other elements of appearance of modern school students is disclosed: symbols of belonging to a religious and/or national culture, a well-known fashion brand, a modern informal/political trend, as well as the severity of gender differences in the design of school uniforms. The correlation between the wording of the requirements of the dress code and the effectiveness of its implementation from the point of view of minimization of internal stresses in the school team is defined.

Abstract
The article aims to define the changes and evolution of our global economical system and the role played by education in this moment and in particular the education of disabled people.
Methods. Methodological basis for analyzing this problem lies in a systematic approach
to studying social processes, and analyze the social systems and the social view and expectation on education and in particular on the inclusive educational systems.
Results. Politicians don’t know what to do concerning disabled people in the future. They don’t need disabled people anymore, (cause the industrial society has ended) but they have to support them. Consider that social policies have, in the last years, enhanced the working age and this will mean increasing the level of disabilities and disabled people. Scientific novelty of the article concludes in well-founded proof that the solutions
are on the mouth of every politician in the world of education, but from the words to the reality we cannot measure the real involvement in maintaining their promises.
The only real possibility is to change the teachers and school’s system: a paradigm where the students will have no more to adapt themselves to the teacher’ lessons, but the teachers will adjust their work to the different students, transforming the slogan «nobody’s left behind» into a reality.
Practical significance lies in the conclusion that a new possibility for the society is the paradigm that I have called a school of the future as «Learning Possibilities» environment.

The only real possibility is to change the teachers and school’s system: a paradigm where the students will have no more to adapt themselves to the teacher’ lessons, but the teachers will adjust their work to the different students, transforming the slogan «nobody’s left behind» into a reality.
Practical significance lies in the conclusion that a new possibility for the society is the paradigm that I have called a school of the future as «Learning Possibilities» environment.

Abstract
The aims of the article: – to track the change of approaches to humanitarian knowledge; – to define possible ways of its development at the present stage.
Methods. The methodology of the research is based on the content analysis of verbal and visual texts, and inductive techniques allowing us to generalize heterogeneous
approaches.
Results and scientific novelty. The author, having postulated a double objective to trace, on the one hand, how the attitude to humanities changed during centuries, and, on the other, to draft possible routes of further development, scrutinizes the concept homo duplex starting from the early renaissance period, when humanities were singled out of the common knowledge about the human being, when the component of meaning «down to earth, not divine» shaped the kernel of the field of knowledge, later named as humanities. This type of knowledge was opposed to the theology with its concept of the divine origin of man. The author attracts Leonardo da Vinci drawing to define the major research methodology of humanities. Further tackling the evolution of the concept from the homo duplex to homo triplex, the author proves that the dynamics of econceptualization owed to a great extend to the possibility to extrapolate methods of sciences onto humanities research. Touching upon the reason of vicissitudes and recent crisis in humanities the author points to the «doctrinal way of thinking» caused on the one hand by political situation and on the other hand by the «fine art» of turning humanities postulates into a dogma. To prove the point, the author attracts verbal and visual texts, as well as historical facts. Upon this basis the contemporary structure of
the humanitarian knowledge is being scrutinized that rests upon the integration
of humanities and neurosciences, the research kernel including brain, mind, language
and subconsciousness. The author constructs the model of heterogeneous spheres, including biosphere, noosphere, technosphere, semiosphere, socisphere, and ethnosphere. Hence, a new paradigm of research approaches that rests upon «the anthropocentric trinity»: thinking (processing) individual+ self and world creating individual + an individual who communicates both with nature and computer. Practical significance. The proposed model of heterogeneous spheres enables to outline intersections variants of sciences and humanities thus defining new conceptual meaning of homo triplex.

Abstract
The aim of the publication is an experimental research of patriotic qualities of students – future engineers of the defense industry. Methods. The study is conducted with the use of system-based analysis methods, teacher modeling, observation, interviews, pedagogical testing, and questionnaires. Diagnosis and evaluation of personal qualities of students are carried out using morphological life values test (modified by I. G. Senin), and questionnaire «The need for achieving the goal» (modified by Y. M. Orlov). The reliability of the results is granted by the use of statistical processing of empirical methods.
Results. The average empirical values have been obtained concerning the level of professional and patriotic education of students of defence specialties at technical universities. It has been shown that targeted educational activities carried out on the basis of the identified organizational and pedagogical conditions, contributes to the level of professional and patriotic education of students of defense specialties at a Technical University.
Scientific novelty. In relation to students – future professionals of defense industry, the concept of «professional – patriotic education» is clarified, which appears to be an integrative quality of a person, including cognitive, emotion-andvalue component and rational-activity components. The organizational and pedagogical conditions of vocational patriotic education of students of defense specialties are identified; the conditions are united into two groups: the creation of professional-oriented educative environment and creating the opportunities for active participation of students in educational and professional activities.
Practical significance. Designed criterion-evaluation units are used to evaluate the current level of professional and patriotic education of students. Identified set of organizational and pedagogical conditions has been implemented in the process of patriotic education of students of defense specialties at Izhevsk State Technical University named after M. T. Kalashnikov (Izhevsk), Tula State University (Tula), Kovrov State Technological Academy named after V. A. Degtjarjov (Kovrov), Ryazan Higher Airborne Command School named after V. F. Margelov (Ryazan).
