Abstract
Introduction. The problem of a sharp increase in paperwork done by experts of an education system, educators and teachers has been repeatedly brought up by the pedagogical community. The teachers have to draw up endless reports, plans, schedules, references; as a consequence, teachers have less time and energy to perform direct professional duties – training and education of younger generation. Nevertheless, continuous appeals of “masses” and recurrent promises of “heads” to reduce the unreasonable bureaucratic reporting have not led even to the minimum positive changes. The aim of the publication is the identification and discussion of the causes of bureaucratism in education; comparison of the tendencies of development of the world pedagogical system with the processes of development of the Russian system of education.

Methodology and methods of research. The methodological framework is based on the holistic approach, the complex systems theory, and the synergetics foundations. The study is made up of the comparative, structural and functional analysis of educational systems with the methods of modeling and forecasting application.

Results and scientific novelty. It is proved that bureaucratism has objective nature; it is an indicator of a crisis situation, which in turn, is a consequence of systemic contradictions not only within the framework of the existing education system but also in the whole pedagogical system as an ideal foundation of the education institutions functioning. Having reflected own practice and analysed pedagogical publications, the author has systematized the crises of education according to the singled out levels of the contradictions which differ with degree of “globality”. The groups of contradictions of each of the levels that determine the depth of the crisis are formulated and described: contradictions between the existing global pedagogical system and the social, technical, natural world surrounding it; internal disagreement of elements of the system; particular and local discrepancies which are most often pointed out as the crisis reasons, but actually they are not. The latter involve insufficient financing, lack of teaching hours, low motivation of graduates of pedagogical universities for work within the specialty, etc. The mechanisms, dialectic character of the highlighted contradictions, and reaction of the governing structures to each of them are shown. The advantages and disadvantages of the “liberal” and “statist” approaches to the solution of problems of education are considered. The conclusion is drawn that global social, economic, technological changes and outlined trends in labour market reflect the demand for reorganization of the educational sphere which has less need of an integrated control center.

Practical significance. Identification of the facts of the crisis aggravation and accompanying growth of bureaucratism enables to distinguish the strategic discrepancy between the managerial decisions and the existing trends in the educational system and the society as a whole. It is stated that the only proper strategy is the freedom of education, creation of a favourable environment for it instead of imposing of one’s authoritative and grounded decisions.

Abstract
Introduction. The scientific schools serve as engines of development of science and the training centers for scientists. At the same time, the identity of the founder and head of the scientific school is of great importance; this person has to have unique theoretical thinking, talent and the researcher’s intuition, to be purposeful, responsible for generation of the ideas and personally interested in the development of current scientific problems, as well as to have distinctive managerial and pedagogical qualities.

The aim of this article is to analyse the establishment and “evolution” of the scientific school of G. M. Romantsev, the Academician of the Russian Academy of Education; to identify the prospects for the main directions of the school development.

Methodology and research methods. The study was based on the hermeneutic method of interpretation and understanding of scientific texts; general scientific methods of analysis, synthesis, comparison, generalization and interpretation of available scientific heritage were applied.

Results and scientific novelty. The authors of the present publication have made an attempt to comprehend the content of scholarly writings by G. M. Romantsev and his followers within the framework of the scientific school; a theoretical model of professional pedagogical education in Russia was designed by them. It was found out that most of the research publications are interdisciplinary, often conducted at the intersection of Pedagogy, Psychology, Philosophy, Law and Economics; research and practice nature of most of the studies was defined: theoretical studies are traditionally accompanied by innovative experimental activity. The place of Vocational Pedagogy in the system of pedagogical sciences was proved; its role as theoretical and methodological foundations of vocational-pedagogical education was highlighted as well. The key theoretical and methodological premises of this type of education are formulated; its logical processes and vectors for further development are denoted. Scientific achievements of the scholars of G. M. Romantsev’s school in the field of the higher vocational education are presented; possible ways of advancement of vocational training for workers and handicraftsmen in Russia are presented.

Practical significance. The output of the work undertaken by the representatives of the scientific school of G. M. Romantsev continue to be the basis for correction and development of education and vocational standards, the conceptual framework, regulatory background of vocational education, including legal support for occupational guidance among young people. Continued innovative activity of the research team and application in practice of the outcomes obtained will enable to narrow the gap between the theory and practice of vocational education, to enhance the competitiveness of the Russian higher school, and to meet the demands from the manufacturing sector and economy for qualified specialists. Furthermore, the research outcomes can provide substantial assistance to design the modern structure of the pedagogical scientific research organization and build an effective process management workflow.

Abstract

Introduction. Today, the worsening conditions of the human habitat are generating considerable interest in terms of the active development of the system of ecological education and education of the population. Special requirements in modern conditions are imposed to the qualification and competence of environmental professionals: to possess the skills for independent collecting reliable ecological information and to be able to analyze it by means of rigorous mathematical calculations; to perform necessary measurements and calculations within observations and experiments; to choose and to competently realize an adequate algorithm or a mathematical method for the solution of a specific ecological task; to make evidence-based forecasts of changes of environmental conditions. The aim of this publication is to reveal the potential of mathematical statistics methods application for the professional competencies formation of future ecologists. Methodology and research methods. Methodological framework of the research is made up of a competency-based approach to the preparation of high school specialists. The analysis of existing regulations and academic material sources focused on application of mathematical statistics methods for future ecologists’ training was carried out. The experience of such training in different universities of Russia was summarized. Results and scientific novelty. The main methodological and organizational problems in the training of environmental students in statistical data analysis are revealed: orientation of the existing training programs and methods of professional education towards the “average” student; insufficient quantity of professionoriented study guides; large volume of statistical information, necessary for studying, and limitation of temporary opportunities for its understanding and evaluation; a lack of future ecologists’ experience on application of mathematical statistics toolkit; etc. The conditions for the solution of these problems are planned: careful selection of professionally significant content of the academic discipline “Mathematics”; providing an optimum balance between mathematical tasks and theoretical material; training of students in competent interpretation of the received mathematical results in the context of ecology; efficient use of software in educational process. A number of the general methodical provisions which should be observed in mathematical statistics teaching are formulated to achieve a positive effect. The importance of a regional component of professional training of ecologists is emphasized. Detailed consideration of using the system of specially formulated tasks of a professional environmental orientation, in particular, based on official material sources on monitoring data of the Kirov region environment, is given. The possible directions of students’ independent research work organization in the study of mathematical statistics are presented. The ways for providing and strengthening of interdisciplinary and intersubject relations are highlighted. Practical significance. The results of the study can be used to improve the content of the academic discipline “Mathematics” included in education programs for ecological specialties.

Abstract

Introduction. In the conditions of constant changes in many public institutions, economic and social instability, permanent educational reforms generate and increase the sense of personal insecurity experienced by modern educators. The requirements of the new social and professional situation involve the independent design of their professional path, the presence of high internal motivation for professional achievement. At the same time, against the backdrop of the low social status of the profession as well as the increasing requirements for the level of performance of activities, many teachers and educators are not prepared to rethink own role in the modern educational process and to resolve emerging professional difficulties. The aim of the publication is to analyze the essence of the concept of “professional identity crisis” and to disclose the psychological features of the experience of this state by teachers. Methodology and research methods. The following questionnaire methods were used for empirical data collection in the course of the study: the method of biographical reflection of M. V. Klementyeva; differential reflexivity test developed by D. A. Leontiev and E. A. Osin; the test of meaningful orientations by D. A. Leontiev. Data processing was conducted by means of descriptive statistics, comparative analysis with the involvement of the Mann-Whitney U test and correlation analysis having applied the Spearman’s rank correlation coefficient. Results and scientific novelty. Based on the theoretical analysis of the literature, the authors have defined the term “professional identity crisis experience”. The phenomenological questionnaire “Professional Identity Crisis Experience” has been developed. Having used the materials of questioning and self-reports of teachers, the group of the respondents going through the professional personality crisis (n=70) was found out among the examinees (n=150). In the course of the analysis of the results of the pilot research, it was established that there are the following psychological peculiarities experienced by the teachers in the professional crisis: changes in the meanings of the performed activity and revaluation of values; uncertainty of temporal professional perspective (or lack thereof); falling interest in pedagogical activities; lack of self-actualization; frustration; inability to control the events of own life. However, for many teachers, the experience of a professional crisis is accompanied by a reflection of the content of professional activity, the need for reflection of own experiences and states, finding new semantic reference points, perception of own professional prospect. It was found out that most of teachers having experienced the process of crisis as well as those who have never faced it, perceive the life as interesting and full; a crisis state influences only specific parameters of teachers’ meaningful orientations which are very important for pedagogical activity. This fact gives evidence of opportunities for successful professional identity crisis overcoming due to updating of vital resources. Practical significance. The results obtained can become the basis for designing the programs of psychological and pedagogical support of teachers’ professional development and activity.

Abstract

Introduction. Nowadays, the use of information and communication technologies (ICT) has become an integral part both of every individual’s life and of the society in general. It is no longer possible to deny the impact of virtual environment on socialisation and development of the identity of young people. In this regard, the investigation of young people’s view on virtual social networks, and the possibility of students’ own competitiveness realization through various web services. The aim of the research presented in the article is to study the factors of students’ assessment of virtual social networks as a tool of personal fulfillment. Methodology and research methods. Content analysis and synthesis of scientific publications studies were carried out at a theoretical stage of the research; secondary sampling analysis of sociologic data material sources was conducted. The empirical research stage involved the instrument of questionnaire surveys, statistical data processing and interpretation of the results. Results and scientific novelty. The social survey conducted in 2017 with the participation of 1087 high school students and 1196 college students of the Tyumen Region shown that the more competitive students consider themselves, the more competitive they perceive the people having great popularity on the Internet. At that, compared to girls, young people are more inclined to consider the people having great popularity on the Internet competitive. It is determined that having a popular virtual media account for the young person is less worthwhile than for female respondents. The author explains this fact: male representatives regard it as “social capital” which can contribute to growth of their competitiveness in society as well as to achieve some profit. The author concludes that youth views on competitiveness are not directly related to the activity in virtual social networks. Frequent use by respondents of the Internet and ICTs both in the course of training, and in spare time does not depend on the perception of personal level of competitiveness in society; although, the importance of having own popular social media account on the Internet is directly proportional to the level of own competitiveness assessment. Practical significance. The materials of the present research can be applied to develop and design recommendations for psychological and pedagogical maintenance of the process of youth socialization.

Abstract

Introduction. Today, the students’ personality traits and increasing their motivation to self-development are the most complex and urgent problems in foreign language training at higher technical university and in the system of higher education in general. According to the authors, the technology of student blogging is a means for addressing these issues, despite the lack of research on its methodology. In that regard, there is a need for further studies on information and communication technologies (ICT) application by promoting independent student work. The aim of this paper is to present the developed model of organization of bachelors’ independent work through educational blogging; to fulfill educational potential and to prove the efficiency of ICTs application in education taking into consideration professional foreign language competence development of future specialists in tool making. Methodology and research methods. When designing the model, the basic considerations of the following methodological approaches were considered: competency-based, personal-oriented, activity-based, thesaurus, and qualimetric; the listed above approaches enable to realize the principles of individualization, professional orientation, integrity, self-organization and interactivity in the performed work. The method of group expert assessment, as the leading one in pedagogical qualimetry, was chosen as the main method in the research undertaken. The methods of modeling and pedagogical experiment were involved. Results and scientific novelty. The structure of professional foreign language competence (including communicative, cognitive and subject components) of future toolmaking bachelors is identified. The development of the competence formation model among students is described in detail: having studied independently the subject topic, the students post the material. Pedagogical conditions and didactic guidelines for the model realization are formulated. The developed model, unlike many other models based on using ICT in foreign language teaching, takes into account the necessity of professional orientation of students’ foreign language self-learning. The model involves the use of thesaurus approach to enrich the learner’s vocabulary; and qualimetric approach to identify the level of their professional foreign language competence development. The developed model and the technology of student blogging were successfully tested as a part of pedagogical experiment at M. T. Kalashnikov Izhevsk State Technical University in the 2016−2017 academic year. Practical significance. The materials of the present investigation can be useful for teachers to organize independent student work. The technology of student blogging can be generalized and adapted to a wider range of higher education training programs.

Abstract

Introduction. The appearance of new formats and ways of presenting information inevitably affects the educational process and leads to the necessity to revise the paradigm of pedagogical attitudes and tools of the teaching activity, which in turn generates a number of methodological and didactic problems to be solved. The relevance of the research topic is caused by the current tendency of the distribution of video blogging as an information activity tool that affects the educational environment. There is a steady development of video blogging (a special kind of blog, where the emphasis is made on video information) as a new channel of communication in the educational services market, and using it as a separate form of non-educational project activity within the framework of mastering one or another academic discipline. In the conditions of deficiency of classroom hours and increase in student independent work, project-based education is becoming more and more demanded type of training. Currently, interdisciplinary projects are being widely disseminated at high school; these projects are aimed at vocational guidance for a foreign language, they meet the requirements of the new communication reality and the needs of modern educational systems. The aim of the publication is to consider video blogging as an innovative form of project-oriented learning a foreign language and to characterize the features of creating and implementing media content within the framework of a foreign language training course. Methodology and research methods. In the course the research, such theoretical scientific methods as analysis, synthesis, concretization, generalization, as well as hypothetical-deductive and design methods were applied. Results and scientific novelty. For the first time the article deals with the structure of video blogging as a project work and as a form of professionally oriented foreign language teaching as well, also there are formulated basic didactic questions in the article. These questions have appeared in the process of the development and the implementation of the media project “Episch! Deutsch”, created in 2015 within the framework of the subject “German language” at the Department of Media Linguistics of the Faculty of Journalism of Moscow State University named after M. V. Lomonosov. The conclusion is made that it is necessary to develop methodological criteria and educational standards that regulate video blogging as a way of teaching and methodological work, also a providing an opportunity for development of teachers’ professional qualification. Practical significance. The materials of the present publication can be useful for future and practicing teachers of a foreign language, as well as for other categories of educators engaged in organization of educational project activities.

Abstract

Introduction. Originality and independence is the first, absolute and general requirement to the content of dissertations, regardless of an academic degree and research direction. At the same time, recently a considerable fraction of different types of plagiarism have been found out in the Russian dissertation works. The aim is an analysis of the most frequent plagiarism in candidate and doctoral dissertations. Results. We consider the established practices in the evaluation of independence in academic works. Unethical use of someone else’s work and materials by the authors of dissertations include, in particular, copying from official documents and abstracts without acknowledgement the source and with no citation; replication of existing reviews and chapters from already defended dissertations; falsification by refreshing of outdated data with substituted dates, and or wordfor-word copy-pasting with substitution of the research object. The latter type of the plagiarism involving fraud in experimental and statistical data constitutes a special peril for the science and for the society in general. The primary principle for assessment of independence in dissertations has to be proper citing and referencing that should allow a reader to distinguish the author’s contribution from someone else’s text. Undocumented verbatim quotations in dissertations are inadmissible, whether the author claims scientific novelty or not. At that, it does not matter whether well-known or unique data are provided, and whether the source is protected by a copyright. Practical significance. The qualitative analysis of the factual material, based on the author’s observations, can serve as a starting point for the subsequent quantitative analysis of plagiarism in scientific texts.

Abstract

Introduction. In modern education, against the backdrop of rapidly increasing processes of informatization and globalization as well as the requirements of specialists’ mobility, one of the priorities is vocational-oriented education in foreign languages. It ensures the formation of students’ ability to communicate in foreign languages in specific professional, business, scientific spheres and situations, taking into account the peculiarities of their future profession. The aims of this article are the following: to reveal the peculiarities of the organization of teaching foreign languages in the master’s degree of a non-linguistic high school; to present effective methods, approaches, and techniques of working with master students of the direction of “Musical Education”. Methodology and research methods. In the process of the research, such theoretical scientific methods as analysis, synthesis, specification, and generalization were used. The experimental design of the present study was based on the concept of Lifelong Learning. The methods of interview, observation and testing were applied. Results and scientific novelty. The authors have developed a set of exercises for mastering the skills of conducting a scientific discussion by the master students of the direction “Music Education”. The proposed technique has a cross-disciplinary character. It is designed to teach the students how to effectively communicate with colleagues in a foreign (English) language when performing professional tasks, including scientific and research activities. The samples of particular tasks are given. Practical significance. The research materials may be of interest to methodologists, educators, and teachers of the system of continuous professional education.
